The Arc of Dutchess

Located in the Hudson Valley region, Dutchess County, New York, The Arc of Dutchess is one of the largest non‐profit organizations devoted to people with intellectual and developmental disabilities and their families. The Agency supports 1,000 people with disabilities and their families through clinical therapies and habilitation programs, along with other vital services related to residential support, respite, family resources, student and parent assistance in the transition from school to adulthood, educational advocacy and guardianship, recreation and youth programs. Over 200 of those supported are provided with residential supports in a variety of settings – certified homes and apartments, living in a community location with family or friends,or living on their own with limited support. Accredited by the Council on Quality and Leadership (CQL) The Arc places a high priority on ensuring people are provided authentic opportunities for choice, community access, and engagement.

Qualifications

This is an extraordinary opportunity for an action-oriented, team driven individual to develop and enhance residential supports for people with developmental disabilities. The successful candidate will possess a solid background of demonstrated success achieved through leadership, collaboration, and accountability.

The Director of Program Operations (Residential) oversees the operation of all residential programs and services operated by The Arc of Dutchess. They ensure that all aspects of the program are in compliance with all applicable federal, state, and local regulations, and organizational policy, providing for continuous improvement in the performance of the department.

Critical requirements:

Minimum of a Bachelors Degree, MA preferred
At least 5 years of senior management experience
Experience with and knowledge of NYS OPWDD regulatory and billing standards and protocols
Demonstrated track record of accomplishing organizational objectives and exceeding goals; strong bottom line orientation
Knowledge and utilization of key organizational financial indicators
Strong project management skills; managing complex, multifaceted projects resulting in measurable successes and program growth

Demonstrated success developing and evaluating program models, selecting and successfully operationalizing innovative services
Experience utilizing technology as a management reporting tool and experience working with information technology staff on program evaluation systems
Success working with a high-performance, collaborative, constructive peer group
Strength in hiring, recruiting, managing, developing, coaching, and retaining individuals and teams, empowering them to elevate their levels of responsibility, span-of-control and performance
Resilient and confident under pressure
Deep understanding of human resources, employee performance improvement plans, and corrective action plans
Demonstrated results in managing through complex systems and proven experience negotiating win-win agreements
Excellent verbal and written communication skills with exceptional attention to details

Responsibilities

Leadership

Cultivate relationships with customers and stakeholders with the goal of ensuring sufficient supports, resources, and access to services
Develop and implement strategies that maximize the synergy among programs and between departments
Lead and manage key operational initiatives associated with capacity development, service expansion, program design and planning
Create effective working relationships with agency staff to assure the continuous operation and viability of services in accordance with agency policies and governmental regulations.
Participate in appropriate organizational committees and initiatives

Team Management and Staff Development

Assess and evaluate the skill, experience, and professional development needs of staff.
Provide for the professional development of staff to address employee experience and skill gaps to develop a viable succession process within the department
Work with staff to develop objective performance measurements across all sites, to ensure consistent, high-quality evaluation and goal setting for all employees.
Instill a sense of accountability among team members through monitoring and oversight of individual and organization performance standards and metrics
Recruit, hire, and oversee training and orientation of all staff members in conjuction with the Human Resources department

Program Management

Establish and monitor objective program performance standards of accountability consistent with organizational strategic initiatives
Delegate, distribute and monitor progress on tasks
Provide guidance, direction and intervention as necessary to ensure progress on initiatives and projects
Provide for program expansion and implementation of strategies to advance organizational mission
Perform periodic site visits of each program area to gauge the quality and effectiveness of the respective program.
Monitor units of service and vacancies to optimize revenue
Monitor staffing schedules and vacancies to ensure the appropriate balance between expense and quality
Monitor and coordinate resolution to individual challenges that threaten placement of the those supported
