Spectrum for Living operates 29 sites in four NJ counties serving upwards of 800 people. Our organization offers a Medicaid – Intermediate Care Facility, (Department of Health & Senior Services) group home living, supervised apartments, and a network of adult training centers under the auspices of the Division of Developmental Disabilities that offer educational, habilitation and recreational opportunities in a safe, secure and fully accessible environment.

Responsibilities: As a member of the Executive Team, serves as the Chief Financial Officer of the agency and, as such, is responsible for management of the Finance Department, budgeting, cost monitoring and containment, financial reporting, year-end audits, contract/grant monitoring, and special projects.

Primary Responsibilities:

Oversee accounts payable, accounts receivable, payroll, accounting, and other related finance functions.
Prepare all agency budgets in coordination with other Finance Department staff and appropriate program management.
Prepare budget modifications for submission to appropriate funding agencies as necessary, interact with funding agencies and advocates for budgetary revisions.
Prepare monthly financial summary and present report to the Finance Committee. Design, establish and maintain proper accounting procedures to insure accuracy of records and reports.
Prepare and submit quarterly financial statements to lending institution.
Prepare all year-end reports including: audit reports, Form 990s, New Jersey Charity Reports (CO-8) , Medicaid cost report (SFL), HUD reports, ACA 1095s, Form 1099s, 403(b) audit and other reports as required.
Prepare and submit PCOR and related filings as per ACA requirements.
Review all quarterly and year-end payroll reports, including Federal and State returns, ensuring that the employee W-2’s are accurate.
Attend quarterly benefit provider planning and financial meetings.
Review quarterly expenditure reports for contracts and grants.
Report all significant financial matters to the President/CEO.
Attend Spectrum for Living Development, Inc Board of Trustees meetings and monthly Finance Committee meetings.
Monitor monthly expenses, notify appropriate staff of budgetary overages and collaborate with operations to resolve areas of concern.
Project agency’s cash flow needs and facilitate short term financing from Spectrum for Living Endowment as necessary.
Develop and monitor department activities, goals, and objectives pursuant to the agency’s Strategic Plan.
Supervise the Controller to insure Finance Department staffs’ time is being utilized to the maximum and that workloads are equitable.
Oversee and maintain records of agency’s restricted accounts in collaboration with the Development Department and Executive Team.
Provide supporting documentation for grants and annual reports.
Design and implement Medicaid Fee for Service accounting, billing and reporting processes.

Additional Responsibilities:

Represent the organization externally to government agencies, auditors and the general public.
Act in partnership with the Human Resources Department in monitoring, analyzing and expanding the employee benefits package.
Perform any other duties deemed necessary by the President/CEO.


Master’s Degree in Finance, Accounting, or Business Administration, and/or Current CPA licensure preferred
Bachelor’s Degree in Accounting
Minimum 5 years supervisory experience, preferably at a Controller level or above
7-10 years experience in financial reporting and budgeting
5-10 years in Not for Profit management; familiarity with New Jersey Department of Human Services, Medicaid, or other public entity contracting guidelines
Thorough knowledge of regulations, policies and procedures which apply to accounting and financing in a not for profit environment
Knowledge of automated payroll, financial, and accounting systems
Experience in overseeing grants and contracts
Ability to interact and collaborate with all levels of employees, managers, and board members
Ability to read, write, speak, understand, and communicate in English sufficiently to perform the duties of this position
Possess a valid, non-probationary driver’s license to be insurable under Agency’s policy.
