Job Description

Impact Support Services is seeking a Chief Program Officer (CPO), who will support the Executive Director in managing the day-to-day program operations of the organization.  The CPO will work cooperatively with the Executive Director and leadership team to provide the leadership to grow programs and services, ensure the quality of work, and ensure the staff and organization attain their goals.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

The essential duties and responsibilities include the following. Other duties may be assigned.
1. Works with the Executive Director to ensure highly productive, day-to-day program management of the organization.
2. Keeps the Executive Director informed of program operational needs, problems, successes,  and future planning trends or equipment and/or facility needs.
3. Stewards relationships with state and national groups to stay informed, build the organization’s reputation, and shape practices.
4. Champions Impact Support Services’ mission and the needs of people with disabilities to elected officials, donors, community leaders, individuals, families/guardians, support coordinators, staff, and other key stakeholders.
5. Hires, trains, supervises, coaches, mentors, and evaluates the performance of all Program Directors.
6. Collaborates with the Executive Director to implement strategic initiatives related to programs and services, while ensuring that the budget, staff, and priorities are aligned with the agency’s core mission.
7. Collaborates with Program Directors to research, build/grow, and implement new and novel approaches to delivering services.
8. Ensures the delivery of high-quality services while managing for current and future growth.
9. Facilitates intra-departmental collaboration to ensure that all departments are communicating effectively and supporting one another as needed.
10. Troubleshoots and strategizes to address departmental and organizational challenges.
11. Participates in internal and external meetings that are crucial in generating opportunities for the organization.
12. Provides fiscal oversight to deliver on the annual budget for programs.
13. Oversees facilities and maintenance to ensure they best support quality program delivery.
14. Troubleshoots after-hours issues as they arise.
15. Ensures programmatic IT systems meet organizational needs.
16. Provides reports to the Executive Director, Board of Directors, and other stakeholders as required or requested.
17. Monitors compliance with federal, state, and local regulatory requirements and implements corrective actions as needed.
18. Oversees reportable event processes, inquiries, investigations, and follow-up actions.

REQUIRED KNOWLEDGE, SKILLS, ABILITIES, AND COMPETENCIES:
Ability to read, analyze, and interpret general business periodicals, financial reports, professional journals, technical procedures, safety rules, operating and maintenance instructions, policy and procedure manuals, legal documents, governmental regulations, and complex documents.
1. Ability to write routine reports and correspondence.
2. Ability to effectively present information in one-on-one and/or small or large group situations to individuals served, parents or guardians, other employees, management of the organization, or external stakeholders.
3. Ability to respond to common inquiries or complaints from staff, families, supervisors, or members of the community.
4. Strong analytical and problem-solving skills.
5. Strong supervisory and leadership skills.
6. Skill in making decisions independently in accordance with program and organizational standards and policy.
7. Ability to identify and evaluate resources and plan for their utilization throughout the execution of comprehensive long-range plans
8. Ability to confront controversial or difficult issues objectively; the ability to have non-emotional discussions about disciplinary matters.
9. Ability to understand the needs, interests, strengths, and weaknesses of others; and to utilize this information for contributing to the growth and development of others.
10. Ability to motivate employees to do their best and to provide them with practical, concrete ideas and methods by which they can achieve their goals.
11. Ability to evaluate future implications of current decisions and actions; the ability to mentally create the scenarios and outcomes of situations that could develop from decisions or plans of action.
12. Ability to set goals for others that can be achieved using available resources and operating within a projected timeframe; the ability to utilize previous measurable performance in the establishing of goals or quotas.
13. Ability to identify actions necessary to achieve task completion and to obtain results; the ability to meet schedules, deadlines, quotas, and performance goals.

EDUCATION AND EXPERIENCE:
 1. Bachelor’s degree (BA or BS) in a related field required;
2. Master’s degree preferred.
3. At least 10 years of related work experience.
4. Previous leadership experience is required.

LICENSING OR OTHER SPECIAL CERTIFICATIONS REQUIRED:
1. Class E Missouri Driver’s license and proof of car insurance.
2. Successful completion of criminal history background check.
