Position Title:                    Assistant Director of Community Services

Job Summary

The Program Manager is responsible for overall management and administration of ETTA’s Community Services programs which provide services to enable adults with special needs to live fully enriched and active lives as members of the Los Angeles Jewish Community.

Roles, Responsibilities, and Activities

  • Responsible for understanding and communicating ETTA’s Mission and all policies and procedures to all staff.
  • Abide by ETTA policies and procedures.
  • Responsible for completing and submitting all required paperwork per policies and procedures and funding source requirements.
  • Maintain a regular work schedule.
  • Available for urgent on call support and crisis intervention as needed.
  • Ability to professionally interact with the Regional Center, IHSS and other professional organizations as necessary.
  • Manager is accountable for the daily management and administration of the service to the client/case load.
  • Intake of potential clients; including review of referral packets, assessing the client and coordinating with client’s counselor at the Regional Center.
  • Work closely with Regional Center case managers.
  • Responsible for implementing and monitoring each client’s program and services according to the program design and IPP goals.
  • Develop and maintain client and staff records using HIPAA compliant web based programs.
  • Arrange and participate in Regional Center IPP meetings, circle and staff meetings.
  • Responsible for interviewing, training, management and disciplinary actions of program staff.
  • Develop and maintain staff schedule and monitor compliance.
  • Ensure that direct support staff receive support and regular structured supervision to enhance their professional development.
  • Notify of any special incident to direct supervisor immediately.
  • Ultimately responsible for health and safety of all individuals in the program.
  • Ensure that adequate supplies, materials, food and emergency equipment to meet client/program needs.
  • Prepare monthly Regional Center billing reports, including analyze expenditures to ensure target for funding.
  • Attend meetings, trainings and fairs to market services as required by program.
  • Assist in preparation for Regional Center’s audit.
  • Notify supervisor of more than 3 consecutive absences by the client.
  • Coordinate and facilitate communication amongst all applicable parties / schools / jobs / families / regional center / all other programs / friends and support staff.
  • Perform all related responsibilities as requested by your supervisor.
  • Establish and maintain consistent contact with all clients, support staff, families and ensure that face-to-face contact is made with clients

Direct Support Responsibilities:

  • Work directly with clients and staff to provide additional support / and or leadership in times of crisis
  • Facilitate Circles of Support to build community, friendships and valued lives for the person you support.
  • Ensure that Circle meetings are held consistently / minutes are taken disseminated and filed.

Qualifications and Education Requirements:

In order to perform these functions, applicants for Program Manager position:

  • Preferred Bachelor’s degree in related field; must have a high school diploma
  • A Minimum of 3 years’ experience working with persons with developmental disabilities.
  • Should have a minimum of 3 years of administrative experience or supervisory experience over social work, child care, and/or support staff providing direct services to individuals in any licensed agency or facility;
  • Must pass a background screening through Live Scan;
  • Must meet the qualifications of a driver as established by our insurance carrier, proof of insurance coverage and driver license;
  • Must receive clearance through a DMV printout;
  • Must have reliable transportation during the workday to allow for client and staff meetings in other locations other than office;
  • Able to pass drug screening.
  • Must be at least 21 years of age;
  • Must be able to legally work in the United States;
  • Able to provide 3 verifiable non-family references including 1 previous employer.
  • Must have up to date CPR/First Aid certification;

Additional Skills:

  • Able to complete the ETTA’s training programs and successfully pass associated tests to meet competency requirements.
  • Effective communication skills both oral and written.
  • Able to speak, read, and write English proficiently.
  • Able to respond effectively to the most sensitive matters.
  • Must have a high degree of discretion dealing with confidential information;
  • Able to present oneself in an effective, persuasive, and professional manner during controversial or complex topics.
  • Strong problem-solving skills.
  • Ability to use a smart phone, Microsoft Office and additional computer programs.
  • Be able to lift up to 10 pounds, be able to walk, bend, squat, turn in the knees, back, wrists and shoulders, and grasp with both hands (in order to properly perform the techniques taught in CPR/First Aid, and Lifting and Carrying Techniques).
  • Able to see and hear with or without correction.
  • Pass routine evaluations;
  • Must have knowledge and ability to support observant Jews within their community; or be willing and able to learn how;
  • Dress in a conservative and professional manner consistent with the culture of the company.
