I. Position Summary
Is responsible for the over-all administration and supervision of a multi-faceted rehabilitation facility. Will have direct responsibility for the coordination of fiscal and programmatic functions of multiple locations serving over 260 disabled adults daily. Major programs of the agency include work services, supported employment, community integrated employment, adult day care and payment of transportation providers. In the course of job duties, will be responsible for development and monitoring of the agency budget, staff resource utilization, public relations, program monitoring and related administrative functions. Will plan and initiate the development of new programming and services, as appropriate, to people with disabilities in Tulare County.
A master’s degree from an accredited school of higher education in rehabilitation administration, business administration or a related field. Preference will be given to those with at least two years experience in management of a human services agency involved in the care, treatment, education and training of people with disabilities. An Adult Education Credential is desirable. Experience may be considered in lieu of the master’s degree.
Must be able to effectively supervise and administer the varied functions in a multi-service agency for adults with disabilities. Able to prioritize program/service needs and monitor the smooth operation of agency activities. Able to demonstrate knowledge of budgeting procedures and maintenance of financial records as well as personnel and trainee service functions. Knowledge of program development, grant writing, and public relations is highly desirable. Able to demonstrate effective communication, writing, speaking and analytical skills.
Must possess the ability to communicate well and work as team player. Must be 21 years of age. A valid California Driver’s license, good D.M.V. printout, reliable transportation, and auto insurance required. All applicants will be required to pass a criminal, educational, and employment background check. In addition, they must successfully complete a drug screen, physical, and tuberculosis test. Must possess and maintain CPR and First Aid certification.
While the typical qualifying entrance background may include all of the above, desirable qualifications including any combination of training, education and experience which demonstrates an ability to perform the duties of the position may be substituted.
III. Duties and Responsibilities
1. Key Position Responsibilities
Responsible for the daily operation and supervision of the entire agency to include all programs and services, assuring compliance to regulations, accreditation and contract conditions.
Will administer development of annual agency budgets in consultation with management staff, and will monitor fiscal administration on a continuous basis.
Will oversee personnel administration of the agency, including participation in the development of and annual review of staff job descriptions as well as personnel policies and practices with the Human Resources Manager, ensuring that the Affirmative Action/EEO Policy is adhered to at all times and compliance with state and federal laws.
Conduct regular management meetings with staff to ensure open lines of communication are maintained and important issues discussed, plans of action developed and implementation completed.
Develop and maintain close and mutually beneficial professional relationships with supportive agencies in the community to include, but not limited to, Central Valley Regional Center, Department of Developmental Services, Department of Rehabilitation and Able Industries Board of Directors regarding the activities of the agency, financial status and future plans, reporting any areas of concern, issues that may be litigious and following up on additional assignments from the board.
Will be responsible for development and maintenance of an effective public relations/marketing program as approved by the Board of Directors.
Will maintain the highest standards possible regarding professional, programmatic and accreditation criteria of the agency, setting the standards by example and setting expectations for staff performance at a high level as well.
· Will ensure that all programs and services are operated in a safe fashion and that all applicable safety standards are met in all operations of the agency.

V. Language Skills:
Ability to read and interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals. Ability to write routine reports and correspondence. Ability to speak effectively before groups of customers, trainees or employees of ABLE Industries.
Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, and governmental regulations. Ability to write reports, business correspondence, and procedure manuals. Ability to effectively present information and respond to questions from groups of managers, trainees, customers, and the general public.
The ability to speak a second language such as Spanish, Hmong, Filipino, etc. would be helpful.
VI. Mathematical Skills:
Ability to work with mathematical concepts such as probability and statistical inference, and fundamentals of plane and solid geometry and trigonometry. Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations.
VII. Reasoning Ability:
Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.

Because this is generally an office position, the employee rarely works near moving mechanical parts; and is seldom exposed to wet and/or humid conditions, fumes or airborne particles. While performing the duties of this job, the employee occasionally works in outside weather conditions in order to meet appointments.
The noise level in the work environment is usually quiet and occasionally moderate when outside the office.
